From the article:
The grand jury — which serves a government watchdog role — found that median employee wages and benefits for the county's 15 cities grew 37 percent since 2000 for most government workers, and 41 percent for police officers and firefighters. That far outpaced the 26.8 percent rise in the cost of living as measured by the consumer price index for the Bay Area during that time.
Such increases have been widespread for public employees, the report said, citing research by the Employee Benefit Research Institute that found government workers' total compensation costs nationwide were 51.4 percent higher than private-sector employers' costs.
Outrageous.
